IBB minutes June 8, 2015







June 8, 2015


Ben Meyer called to order the special meeting of the Board of Education of U.S.D. 487 at 5:00 p.m., June 8, 2015.  Present: Anna Gustafson, Amy Thibodeau, Bret Beye, Jeanne’ Schantz, Deb Geissert, Patty Kahle, Leah Roth, Megan Mein, John Doern, Superintendent John Thissen and Clerk of the Board Robyn Heitfield.  Absent:  Stacey Berndt, Katharina Mascareno and Barb Kurtenbach.


1.         ADOPT AGENDA                                                                                                               Anna Gustafson moved (Thibodeau) to adopt the agenda.  Motion carried 5-0.                           

2.         IBB MEETING

            Mr. Thissen informed members legislatures are still in session due to not having the votes in the House to pass the current bill proposed by the Senate.  This bill includes a $400 million tax increase.  Wording within this bill provides funding to private schools.  This funding will not come from additional revenue but within the $400 million generated which in turn means even less for public schools.  Nothing has been shared from any discussions or articles that shows there will be more money.  In fact, last week there was discussion within legislation an additional 6% cut to education could happen if an agreement could not be reached.  One committee member feels no matter what is passed, additional cuts will happen during the school year.  Not to mention, a decision will be made from the courts as to whether any of this in unconstitutional. 

            The last two issues remaining are salary and supplementals.  If discussion was to continue with the committee and consensus reached during this meeting, would certified staff agree to a clause in the ratification letter stating if the legislative outcome is positive or negative, both parties would return to the bargaining table to revisit these two issues.  Both parties agreed to continue with discussion to see if a consensus could be reached.


            4.  Supplementals

            Extra duty pay was given to Phil Berndt as the activities director for the 2014-15 school year as well as Amanda Hawkins and Gregg Hackerott for their assistance in supervising activities.  The group agreed to revisit the program and determine whether to provide a supplemental or continue to have Mr. Berndt keep track of his hours spent outside of his teaching contract and pay him extra duty.  








The following wages were paid to each employee to date:

  • Phil Berndt - $4826
  • Amanda Hawkins - $3500
  • Gregg Hackerott - $1300


            1.  Continue to pay extra duty

            2.  Create a supplemental

            3.  Combination of both


The following observations were noted:

  • The reality of supplementals is that the hourly rate is all over the place based on hours each individual puts in to the job. 
  • If supplemental created based on this year’s hours, it would be 15.7% of base salary
  • Will always know how much work is involved if left at hourly rate
  • Hours worked will vary each year depending on how many regionals, etc.  For example this year, Herington had regionals in volleyball, basketball, golf and track.  This doesn’t happen every year.
  • Need 3 years of extra duty to analyze for accuracy


Option 1 was chosen by the committee.
