Bret Beye called to order the special meeting of the Board of Education of U.S.D. 487 at 5:00 p.m., May 22, 2013. Present: Ben Meyer, Stacey Berndt, Deb Geissert, Barb Kurtenbach, Patty Kahle, James Carnes, Lyneva Bryan, Anna Gustafson, Megan Mein, David Powell, John Doern, Superintendent John Thissen and Clerk of the Board Robyn Heitfield. Absent: Alan Stuart and Rod Erickson.

David Powell moved (Gustafson) to adopt the agenda. Motion carried 5-0.
- IBB MEETING
The following issue was discussed, tabled from the previous meeting
Issue 2. Combine MS and HS Wrestling Programs
This issue was discussed during the May regular board meeting. Members acknowledged that even though the intention was good to run it similar to the track program, the overlap of one week and the possibility of high school students practicing with middle school students was enough concern for the board to table the matter and make no changes for the 2013-14 school year.
Issue 4. Insurance
The district office received health insurance renewal rates for 2013-14. A single/$1500 deductible plan will increase $58 per month or $696 per year (15.5%) for each individual. The district provides 100% of a single/$1500 insurance plan to every eligible employee in the district. Dental renewal rates were not available yet. The district currently has 82 employees on the health insurance plan. This increase along with the estimated dental increase will add approximately $57,600 to the 2013-14 budget. The board has the option to require employees to pay a portion of a single/$1500 plan. Early retirement benefits equal an additional $27,500 in expenditures.
Issue 3. Salary
Several salary scenarios were introduced and discussed during the January IBB meeting. These scenarios were adjusted and recalculated:
Scenario 1 -- Steps and columns certified, admin/directors, classified $23,600
Scenario 2 -- $100 to base certified, admin/directors and classified same % $29,585
Scenario 3 -- $500 to base certified, admin/directors and classified same % $50,800
The idea of pulling an extra $100,000 from LOB to cover these expenses was expressed.
The group initiated the option process, identifying an estimated cost as they went.
- $500 to base plus movement ($50,800), insurance benefit remains the same ($57,600) with early retirement ($27,500) = $135,900
- Movement only ($23,600), insurance benefit remains the same ($57,600) with early retirement ($27,500) = $108,700
- $250 to base plus movement ($37,600), insurance benefit remains the same ($57,600) with early retirement ($27,500) = $122,700
- $150 to base plus movement ($34,400), insurance benefit remains the same ($57,600) with early retirement ($27,500) = $118,600
- $500 to base no movement ($27,200), insurance benefit remains the same ($57,600) with early retirement ($27,500) = $112,300
Without any decisions by the State, members decided to wait until Legislation comes back with a decision. In the meantime, they asked the Board Clerk to come up with actual numbers for the above options for the next IBB meeting.
At 6:45 p.m., Bret Beye declared the meeting adjourned. The next meeting is pending State decision.
